In addition, there is a provision that the agreement itself must be reviewed every six years by the three nations, with a 16-year forfeiture clause. The contract may be renewed for a period of 16 years during the six-year review period.  The introduction of the Sunset clause gives more control in the organization of the future of the USMCA in the hands of national governments. However, there is concern that this could lead to greater uncertainty. Sectors such as automotive require significant investment in cross-border supply chains.  Given the dominant position of the U.S. consumer market, it is likely that this will put pressure on companies to establish more production in the United States, with a higher probability of higher production costs for these vehicles.  According to a 2018 Sierra Club report, Canada`s NAFTA and Paris Agreement commitments have been met. The Paris commitments were voluntary and NAFTA was mandatory.  Manufacturing in Mexico accounts for 17% of GDP.  However, Mexican President Andrés Manuel Lupepez Obrador believes that this trade agreement will be a clear positive for the Mexican economy through increased foreign investment, job creation and the expansion of trade.  The updated chapter on financial services contains commitments to liberalize financial services markets and facilitate a level playing field for U.S.
financial institutions, investors and investments in financial institutions, as well as cross-border financial services exchanges. The chapter also retains the discretion of financial supervisors to ensure financial stability. After U.S. President Donald Trump took office in January 2017, he tried to replace NAFTA with a new agreement and began negotiations with Canada and Mexico. In September 2018, the United States, Mexico and Canada reached an agreement to replace NAFTA with the U.S.-Mexico-Canada Agreement (USMCA), and the three countries had ratified it until March 2020. Nafta remained in effect until the implementation of the USMCA.  In April 2020, Canada and Mexico informed the United States that they were ready to implement the agreement.  The USMCA came into force on July 1, 2020 and replaced NAFTA.
